well why should women be called guys? they aren'tcalled girls unless they do something wimpy so unless we do something manly we shouldn't be called guys or chicks i hate that

Harry doesn't whine too much, and he does end up getting things done in the end. The latest book was a bit whiny, but I'm expecting that to change as he gets older.
Frodo on the other hand, is a different story. His whining really is rather non-stop, and there was really only one instance where he showed the slightest glimmer of courage: standing up amidst the bickering and volunteering to be the ringbearer. The real hero of the story, however, has always been Samwise Gamgee--and I don't think it's a fair fight in the least to compare Sam with Harry.
So you'd pick Sam over Harry, then?

Depends. For the original question, I'd pick Harry over Sam (as the person who is the bigger whiner.)
I wouldn't call what Sam does as "whining", necessarily. It's closer along the lines of hopeful thoughts or wishes. But he still continues doing what he does because he believes in the cause, he loves his home and, more importantly, he loves Frodo.
Harry, on the other hand, was starting to whine quite frequently. I think it's partly do to age: I'm sure we'll start to see him grow up, develop better self-confidence and become more assertive. But for now, I think he's a whiner.
Except I'm comparing book harry to movie frodo, cause I haven't read LOTR.
Frodo is probably more emo though.
