In 1999, Orange County (Calif.) Sheriff Michael Carona and his former chief assistant Donald Haidl deputized 86 untrained civilians, at least half of whom were their friends or family or political contributors, giving them badges and in some cases gun permits and limited arrest powers, according to a May 2005 Los Angeles Times report. Some of the 86 volunteers are still "on duty," and the sheriff did not begin to dismiss some "deputies" until a state law enforcement organization continued to complain that the deputies were not qualified for police work under state law. Hey, just because we never received any official "training" doesn't mean we weren't damn good deputies. I've arrested hundreds of people and managed to beat or pepperspray a confession out of most of them as soon as the cuffs were on. And in all the time I've been a deputy, I only shot 15 people by accident. How many "trained" policeman can say that, huh? Plus there's the human side...how the hell am I supposed to shake down merchants for free crap without my badge? Did anybody think of that?
